Why are names Latinized?
The Latinisation of names in the vernacular was a procedure deemed necessary for the sake of conformity by scribes and authors when incorporating references to such persons in Latin texts. The procedure was used in the era of the Roman Republic and Empire.

The names derived from numbers are the most certain. The masculine names Quintus, Sextus, Septimus, Octavius and Decimus, and the feminine names Prima, Secunda, Tertia, Quarta, Quinta, Sexta, Septima, Octavia, Nona and Decima are all based on ordinal numbers.
Why did Romans speak Latin?
Latin became the language of conquered areas because local people started speaking it, and not because the population was displaced by Latin-speakers. Latin was not imposed officially on peoples brought under Roman rule.
